Can you double check that the file google-services.json is in the same directory as your app level build.gradle file?
If so, can you uninstall and then reinstall the app before registering your logged-in user? If you see the "Enabled push messaging" field for this test user is populated with "true", then they should be eligible to receive the push. If not, then there's still an issue with registering a device token for this user.
Can I confirm with you that you're not using another FCM setup in your app? If so, you'll want to check out this step of our installation documentation.
