If I create a bunch of contacts I'm hoping they won't be counted a people reached until they actually use intercom.

Hey @reed, People Reached are defined as:

"The number of unique people reached this past month through email, in-app messages, and notifications, as well as people who've engaged with a messages or outbound Custom Bots. Leads are only counted if they respond to the message."

If you create contacts, but don't send them any messages, they won't be counted towards your People Reached.
