I would like to add QA and developer emails to a allow list for our test environment and block all other outbound emails by default. Is there any way to set that up in Intercom?

I think the best way to block/allow users would be per Outbound message settings. While editing a message, add an audience rule "email is x, y, z" to allow only those users to receive the message. Alternatively, if you wanted to block a certain set of users, you could set up a rule "email is not x and email is not y, etc.".
