I would like to send an email to users who did not get my last email. I tried adding a tag to the previous email and then excluding that tag from the new email, but it's not excluding people who already received it. How else can I do this?

Did you tag the email or the users?
If you tag the users who have received the email then you can prevent this. Be aware that this won't work effectively with ongoing emails.
