When do users become "active people" for my billing?

If I send an outbound posts to a visitor and the visitor clicks on a link in the content, does it become Active ?how about if the visitor presses reaction, does it become Active?

Hello @user407​ , Active People count on the number of leads/users who have done any of the following action (past 90 days):

1. received a message from you

2. sent a message to you

3. logged into your app or website

 

You can create a segment with the following data to see those people:

Sorry for the lack of clarity. I wanted to ask if I deserve to be an "active people" as reflected in my bill.
