How to customize appearance of Push Notifications about answers in conversations?

In Android it appears at the bottom of the screen, it gets under nav bar and hides behind cards with any elevation. I can't add elevation to it, can't show it in the top of the app and can't tell it that there is a navigation bar down there and it should be above it.
