Is there an easy way to build a categorized list of Product Tours that can be presented to customers in an App in Messenger?

Would be great to be able to build a few 'sets' of product tours, i.e., one set geared to each different 'user type', or 'skill level' etc, and present the grouped product tours in an App based on criteria. Is there any way to do this without custom code?
