i am trying to test a series created, with two active user emails. when i add the emails like this, feedback says no user matches. is testing only allowed for 1 user per time? is it only one account or all? because, it the user results come up when i only add one of the email

You are using an “AND” rule. That would mean the user would have to have a connection to both emails. If you click on “and” between the addresses, you can change it to “or”. Another way would be to add one email and then click on "+ Add a rule" to add another email.
