Bulk Update User Information

Question

Is it possible to update a large number of Users at once?  We have a new external field mapping to a People Data attribute, but a quantity of Users need that attribute back-filled.  Ideally I'd like to write a script that checks every user if the field is populated, and if not populates the field from a database value.  If I could upload a CSV that would work too &#128523;
