Ability to bulk upload users without emails

Our company would love to be able to bulk upload/update users by the user ID column alone, even when we don’t have an email address. We’d like to be able to actually collect email addresses by assigning a bulk tag or attribute for specific users, but can’t do this without manually marking these users.
