Attribute Descriptions on Hover

When hovering over a custom attribute (such as a ticket attribute), it would be helpful if the attribute description were displayed on hover. The descriptions sometimes contain helpful information about how to enter clean data for attributes; without this, both internal and external users are prone to entering invalid or messy data.
