Let's say I have a created a banner on 10th July and 18th July.. A user logs in on the 20th after a long time. Will both these banner be active for him? Or the first one will be active and the moment he dismisses the second one will go active?

Firstly they will see the first banner, once the first one will be dismissed or hidden they will see the second one.
