Entry rules have the audience criteria or "who" and non-obvious "When to enter" rules. I want to match the audience without additional rules, will something like this work?

Yep, you can use that rule, but you would still need to select an audience from the "Who will enter" filter. Would love to know what your use case with this is!

That is the point, there are audience rules in place already and series doesn't start because of the "when" criteria.

Hey @george m12, if you're looking to use a generic entry rule that targets all of your users, I'd recommend using Email has any value (if you track an email address for all of your users) or Last Seen has any value.
