We'd like to study if the order of the Custom Bot buttons affect the experience of the user, ie. the user selects one of the top buttons, but would be better serviced by options presented at the bottom. We are wondering if we can randomise the order of Custom Bot buttons and see the effect in visitor interaction.

If you need to create more then two test, suggesting to use Series:
You can also request randomize feature in @Product Wishlist​ Group.
