How can I determine the users who have completed the welcome product tour and send a proactive message only after the product tour, so that the message doesn’t show up at the same time with the product tour?

You could probably do this through the use of our Series function.

You would create a Series that would only progress to the proactive messages section when the user has completed the product tour.
